Why is the client letter requesting the signature of form TP-1086.R.23.12 even though no labour costs were incurred?

To remove this instruction from the client letter, use the keyword Letter-Data followed by the option Quebec forms and then %197 TP-1086.R.23.12 - Labour costs. Finally, enter 0.
